Rufus Andrew Phelps of Elma passed away Monday, January 20, 2020 at Providence St. Peter Hospital. He was 82. Visitation will take place from 12:00-2:00 p.m. on Saturday, February 1, 2020 at the Christian Fellowship Revival Center, 6016 Karjala Road, Aberdeen.
